Industrial and Conceptual Housing Program

The project

The Ministry of the Interior faces the challenge of accelerating and making housing construction more sustainable. A more conceptual housing offering and increased industrial production of homes can help address this challenge. Copper8 supports the Ministry in developing a program to scale up industrial and conceptual housing construction.

Context

The Dutch housing market is under pressure, prompting a push to build more homes; and to do so more quickly. At the same time, housing construction must become significantly more sustainable in order to meet established sustainability targets. To jointly address both the acceleration and sustainability of housing construction, four ministries and more than 100 other parties have joined forces in the City Deal Circular and Conceptual Construction.

The question

Support us in further developing the Industrial and Conceptual Construction Program. As part of this, identify which changes are required and which actions this calls for; both from the national government and from other parties within the construction sector.

The requirements

The program is one of the key inputs for the parliamentary debate on housing construction in the House of Representatives. Broad support for the program is therefore essential. To build this support, we work closely with, among others, Aedes (the umbrella organization of housing associations) and the Network for Conceptual Construction.

The process

To develop the program, we first conduct a series of interviews to identify the key opportunities and barriers related to industrial and conceptual construction. We then analyse the different housing concepts, including their sustainability performance. This analysis is carried out in collaboration with Alba Concepts. Finally, we organise validation sessions with concept developers, housing associations, and government bodies to validate the conclusions and recommendations.

The result

In June 2021, the Program for Conceptual Construction and Industrial Production will be submitted to the House of Representatives. Based on the discussion in Parliament, follow‑up actions will be initiated. These will be taken forward within the framework of the City Deal Circular and Conceptual Construction, in collaboration with partners such as Aedes and the Network for Conceptual Construction (NCB).
