Circular Energy renovations
A substantial package of European legislation and regulation relevant to climate control installations is forthcoming. Copper8 supports RVO in gaining insight into what this upcoming legislation will mean in practice for relevant stakeholders. This publication forms an important foundation for the Roadmap for Circular Climate Control Installations (Routekaart Circulaire Klimaatinstallaties) and provides additional guidance for parties across the value chain that want to take action.
Climate installations can account for up to 50% of the material‑related environmental impact in new construction and renovation projects. At the same time, energy‑efficient installations are essential to reducing the energy consumption of buildings. This makes the urgency of transitioning to circular climate control installations clear; and requires the involvement of all actors across the value chain.
The value chain for climate control installations is large and diverse: some players are leading the way in innovation, while others are waiting for new European legislation and regulations. This legislation, which in part still needs to be implemented by EU Member States, will directly or indirectly affect the sector. Many organizations are not yet sufficiently prepared.
Map the incentives and barriers affecting circular climate installations across the value chain, with particular attention to upcoming European legislation and regulation. Use these insights to prepare the sector for upcoming obligations and to accelerate the transition to circularity.

Copper8 conducted a systemic analysis of the climate installations value chain, including desk research, interviews, and workshops. This analysis examined relevant European legislation and regulation and how these translate into practice. Market signals were gathered through focused discussions and a survey involving more than 15 parties, including manufacturers, installers, consultants, and building owners. The results have been consolidated in the publication Context Overview: Climate Installations.

These insights form the foundation for the Roadmap for Circular Climate Installations, which offers direction toward a future‑proof and circular sector.
With the publication of the Context Overview: Climate Installations, Copper8 strikes at a critical pressure point: the CO₂ reductions achieved through the energy transition go hand in hand with increased CO₂ emissions from the production of technologies such as heat pumps. In light of upcoming European legislation and regulation, it is crucial that all value‑chain stakeholders — from manufacturers to building owners — proactively recognize the urgency of circular climate installations.
