Circular financing

Capital is available, but not yet for a circular economy at scale. Circular businesses often face financing conditions that were designed for linear models, leaving benefits such as value retention, longer asset lifetimes, and reduced resource dependency insufficiently recognised. Unlocking the transition to a circular economy requires rethinking how we finance and invest.

Our projects range from system analyses and policy advice to practical tools that support investment and financing decisions.

We investigate why circular initiatives struggle within existing financial systems and develop tools that help financiers, investors, developers, and public authorities better recognise and account for circular value in their decision-making.

Our experience

We have been actively involved in building momentum for circular finance for many years. Our work includes:

  • The development of the Circular Sector Scorecard, a tool that helps financiers better assess circular risks and opportunities. This was developed in collaboration with Zanders on behalf of the Dutch Circular Finance Working Group (Kopgroep Circulair Financieren).
  • Research for the Netherlands Environmental Assessment Agency (PBL), carried out together with Circular Finance Lab, resulting in the report “Plenty of Capital, But Not for Circular Businesses”. The study explored why the availability of capital does not automatically translate into sufficient financing for circular entrepreneurs, and what systemic changes are needed to address this.
  • Mapping the financing landscape for circular entrepreneurs in the Province of South Holland, and developing policy recommendations to improve access to finance.
  • Current work within the Circular Finance & Investment Action Agenda, focused on strengthening the position of circular buildings in business cases, valuations, and financing decisions.
  • Applying our expertise in finance, risk assessment, and business models across a range of value chains, including the construction, concrete, and plastics sectors.
