Circular procurement

Procurement is a powerful way to shape the circular economy. With every procurement process, we can select partners who help build the economy of tomorrow. We are convinced that a better world starts with asking better questions.

What we can offer

We have seen how procurement can drive change across entire sectors: in construction, office furniture, workwear and electronics. Every procurement process starts with defining the function in demand: after all, not purchasing anything at all is the most sustainable choice. We guide procurement processes with high and innovative ambitions: at least for the client, but ideally we raise the bar for the entire sector.

In order to do so, we take a creative approach to an effective procurement strategy. Room for dialogue is crucial, as are the right requirements, criteria that challenge the market, and contractual safeguards. In our projects, we follow an eight‑step approach. We previously captured these experiences in our book:

  1. Define ambitions, both for circularity and other sustainability themes.
  2. Build internal collaboration to create the right preconditions.
  3. Shape a (functional) brief centred on the actual need.
  4. Determine how to collaborate with the market and how market parties collaborate within the value chain.
  5. Choose a suitable procurement procedure, with sufficient room for dialogue.
  6. Develop the selection and/or award framework, including evaluation criteria for circular ambitions.
  7. Secure circular performance in the contract, preferably with financial incentives.
  8. Manage the contract to ensure promised performance is delivered.

Our experience

We have supported ambitious procurement processes across various sectors. We also provide training on circular procurement and tendering, including through the Circular Procurement Academy.

  • Construction: the relocation programme for Alliander in Duiven, the redevelopment of portico flats for Woonstad, and the transformation of the Rivierenhuis in Amsterdam.
  • Civil engineering (GWW): the procurement of the Cruquius Bridge for the Province of North Holland.
  • Electronics: the tender for smart and fair meters for Stedin and Alliander.
  • Furniture: circular office furniture procurements for the Dutch national government, the Province of South Holland, TU Delft and UMC Utrecht.
  • Waste: supporting the Province of North Brabant in working towards waste reduction.
  • Workwear: the procurement of safety clothing for Alliander.
