Circular Procurement in 8 steps

on 20 November 2018

Procurement is an extremely powerful tool in the transition to a circular economy. In Europe the public procurement budget amounts to almost €1.800 billion. By asking different questions, suppliers can be can be encouraged to redesign their products; and closed loop value chains can arise.

Written by Cécile van OppenGodard Croon and Dirk Bijl de Vroe with a foreword from Minister Stientje van Veldhoven, the book summarizes the lessons we’ve learned over 10 years of circular procurement. The publication was made possible by Rijkswaterstaat, the translation was made possible by Circular PP (Interreg Baltic Sea Region and the European Regional Development Fund).

This manual for circular procurement came out of our conviction that we want to be dispensible as an organization: the book should help buyers, policy advisers and project managers to start and implement a circular procurement process independently. The book covers eight steps to achieving a successful circular procurement process, which were established on the basis of real cases. The method has been proven in several sectors (construction, roadworks, electronics, textiles, furniture and waste management).

  1. Circular procurement: why and what?
  2. Internal consequences
  3. The question
  4. Multidisciplinary collaboration
  5. The tender procedure
  6. Measuring and assessing circularity
  7. Ensuring circularity
  8. Contract management

We believe that knowledge such as this should be shared widely in order to accelerate the adoption of circular procurement. As such the book is available digitally and free of charge via this link: Circular Procurement in 8 steps. Should you prefer to receive a physical copy (printed on paper made from agricultural waste) please contact us via info@copper8.com to see what the possibilities are. The Dutch version can be found here. The French version ‘Achats Circulaires en 8 étapes’ can be found here.
